            Congress did not abrogate sovereign immunity for lawsuits against States under the anti-retaliation provision of the False Claims Act (FCA), 31 U.S.C. § 3730(h). The Board of Regents of the University System of Georgia is an arm of the State of Georgia that is entitled to the same immunity the State would have. The district court correctly granted the Board’s motion to dismiss the plaintiff’s complaint. AFFIRMED.
